- REQUEST FOR PROPOSAL (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation number 60181AQ042 is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13. (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44, effective July 8, 2010. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only solicitation being issued. (iv) This procurement is being conducted as a small business set-aside. The North American Industry Classification System (NAICS) code is 561720, and the small business size standard is $16.5 million. Responsible women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. (v) The Government intends to issue a firm fixed price services contract for the following: Perform Custodial Services at Audubon National Wildlife Refuge (NWR), North Dakota in accordance with the included Statement of Work (see SOW at the end of this document). The period of performance is from December 1, 2010 through November 30, 2011 with four (4) one (1) year option periods. There are five (5) CLIN's: CLIN 0001, Perform Custodial Services at Audubon NWR; CLIN 1001, Perform Custodial Services at Audubon NWR; CLIN 2001, Perform Custodial Services at Audubon NWR; CLIN 3001, Perform Custodial Services at Audubon NWR; and, CLIN 0005, Perform Custodial Services at Audubon NWR. FOB Destination. (vi) The provision at 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-2, Evaluation-Commercial Items apply: Quotes will be evaluated in accordance with FAR 13.106-2, Evaluation of Quotes or Offers. The Government will award a contract resulting from this solicitation to the responsible Offeror whose proposal will be most advantageous to the Government, price and other factors considered. The proposal will be evaluated on: (1) vendor capabilities; (2) Past Performance on similar government contracts; and (3) a price proposal. When considered together all evaluation factors other than cost or price (Vendor Capabilities and Past Performance) when combined, are significantly more important than price (Price Proposal). (vi). The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.219-6, Notice of Total Small Business Set Aside; 52.219-8, Utilization of Small Business Concerns; 52.222-42, Statement of Equivalent Rates for Federal Hires, (see attached Wage Determination 2005-2407, Revision 9 (06/15/2010) for North Dakota Statewide); 52.222-43, Fair Labor Standards Act-Price Adjustment (Multiple Year and Option Contracts); 52.217-8, Option to Extend Services (the Contracting Officer may exercise the option by written notice to the Contractor within 30 days); 52.217-9, Option to Extend the Term of the Contract, applies to this acquisition (the Contracting Officer may extend the term of this contract within 30 days provided that the Government gives a preliminary notice within 60 days) 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-50, Combating Trafficking in Persons; 52.226-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and, 52.203-3, Gratuities.
