- Amendment A003 to IBM10B0005, Mesilla Phase II RECOVERY – Provide all plant, labor, material, subcontract, supervision, management and overhead for the construction of levee improvements for the Mesilla Phase 2 levee segments. The estimated 19.63 miles of levee segments has an estimated magnitude of between $10 million and $20 million. This requirement is Small Business Set Aside under applicable NAICS code 237990. The levee segment (ME1) is located within the vicinity of the cities of Radium Springs, Doña Ana, Las Cruces, and Mesilla, in Doña Ana County, New Mexico. ME1 extends from the west side of the city of Radium Springs (Downstream of the USIBWC LeasburgGaging Station) along the east bank of the Rio Grande to Mesilla Dam. The approximate starting and ending coordinates are as follows: begin X=1438100.67 Y=534447.20 End X=1470976.57 Y=447216.26. The proposed levee rehabilitation improvements consist of: 1) clay platting of 2-foot on top and riverside portions of levee raising the top-of-levee elevation, as needed; 2) modifying levee slopes providing seepage control structures, as required, to control through-seepage and under-seepage; and 3) rehabilitating existing pipeline/culvert structures and appurtenances located within the levees by modifying them to be in accordance with the raised levee cross-section, repairing gates and gatewells, as required, and adding gates to ungated structures. The contractor shall construct the rehabilitation improvements to the existing levee and modifications to affected structures as per design and specifications. Solicitation, plans and specifications will be posted on or about May 13, 2010. All responsible sources may submit a bid which will be considered by the agency.
