- The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, a fixed price purchase order with Cincinnati Analytical Instruments LLC for 1 EACH VDC-1012 Vacuum Distillation Concentrator System with 12 Position Auto Sampler. This instrument is unique because the distillation technique involves multiple EPA patents on the technology and a very arduous licensing process to manufacture and sell equipment that can legitimately be used for Vacuum Distillation in accordance with EPA Method 8261. The authority for this sole source procurement is FAR Part 6.302-1 in that Cincinnati Analytical Instruments LLC is the only company that has satisfied these extensive requirements and successfully acquired a license for the manufacture of this equipment. This synopsis for commercial items is prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This is not a request for competitive proposals and no solicitation is available. However, any firms that believe they can provide the required item may submit technical documentation to establish the potential of completing such work, within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This announcement is not a solicitation; quotes are not being requested; and a solicitation will not be issued.
