Description
Full RFP Package The Smithsonian Institution through its Tropical Research Institute ("STRI"), has a requirement for companies or firms that can provide Guard Services for the security of the various facilities and areas at STRI in accordance with the attached RFP and any attachments hereto. The Smithsonian intends to award one firm-fixed priced contract. The Contractor shall furnish all supervision, labor, materials, equipment and facilities necessary to produce the work as summarized below and fully outlined in the attached RFP. •1. The Contractor shall provide trained guards at all times to perform the services as prescribed by the contract and the Guard Post Orders. •a. The tour of duty for all posts shall be of 8 hours. 12 hour shifts are optional but will be evaluated on a post by post basis and shall be properly justified by the Contractor and approved by the COTR. All Overtime incurred due to the 12 hour shift will be included in the proper report to the COTR. •b. Guards employed by the Contractor shall perform the duties outlined in the post orders which have been prepared for each Post. These orders define the basic work to be performed at each post including the exact hours of duty. Except for emergencies, no deviations shall be made. •c. The typical duties to be performed may include, but are not limited to, the following: •1. Entrance Control Post. Operate and enforce a system of personnel identification. Perform package inspection when directed to do so by the Guard Posts Orders. •2. Roving Patrol Posts. Make patrols in accordance with routes and schedules established in the Guard Post Orders. •3. Building Rules and Regulations: Observe building occupants and visitors for compliance with posted rules and regulations. •4. Law and Order. Maintain law and order within the areas of assignment. •5. Unauthorized Access. Discover and detain persons attempting to gain unauthorized access to the property. •6. Reports and Records. Prepares required reports on accidents, fires, bomb threats, unusual incidents, and unlawful acts and provide these reports to the facility supervisor. •7. Emergencies. In case of an emergency requiring immediate attention, the guard will respond to the conditions and summon appropriate assistance as may be required. This announcement is open to all businesses regardless of size. The contract awarded will be firm-fixed-price. Minority businesses, Small businesses, Small disadvantaged businesses, Women-owned small businesses, Hub-zone small businesses, Veteran-owned small businesses, and Service Disabled Veteran owned businesses are strongly encouraged to apply. The North American Industry Classification Code (NAICS) for this procurement is 561612. If your company is interested in providing the security services referenced above, please review the attached RFP package and submit your response in accordance with the attached instructions and conditions. To be considered, you must submit one (1) original and six (6) copies of your Technical Proposal and one (1) original and three (3) copies of your cost proposal as detailed in the RFP by no later than 3:00 P.M. Eastern Standard Time, on September 27, 2010. Requested materials must be received by this deadline in order to be considered. Contractors must be registered in the Central Contractor Registration (CCR) prior to award.
