Description
The Federal Energy Regulatory Commission (FERC) intends to negotiate a sole source acquisition with Siemens Energy Inc for access to PSS Managing and Utilizing System Transmission (MUST) Software. The Government intends to solicit and negotiate with only one source in accordance with FAR 6.302, circumstances permitting other than full and open competition. This procurement action will result in a firm-fixed price purchase order for one base year and 2 option years. THIS IS NOT A REQUEST FOR QUOTATION. Siemens Energy Inc is the only source that can provide software that can efficiently calculate the impact of transactions on key network elements, identify the most limiting contingencies and constraints, calculate FCITC sensitivity to transactions and generation dispatch changes. The MUST function for analysis to FCITC sensitivity to different uncertainties forms a quantitative basis for OASIS postings. No solicitation document is available. The FERC will consider all affirmative responses received no later than 7 calendar days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement, software cost, and training for employees, contingencies, and professional environment. A request for information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Siemens Energy Inc. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
