- Base Operations Support I (BOS) Services Naval Submarine Base, Kings Bay, GA. All responsible sources may submit a proposal which shall be considered by the agency. The services include but not limited to; Public Safety, Harbor Security, Security Operations, Fire and Emergency Services, Port Operations, Facility Management, Facility Investment, Other (Swimming Pools), Pavement Clearance, Utilities, Chiller, Electrical, Wastewater, Steam, Water, Telecommunications, Supervisory Control and Data Acquisition, Compressed Air, Base Support Vehicles and Equipment, and Environmental services. The NAICS Code for this procurement is 561210 and the annual small business size standard is $35.5M dollars. The contract term will be a base period of one year, four one year option periods, and three award option years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under FAR 52.217-8 Option to Extend Services clause. This contract will replace a contract, N69272-00-D-3170, for similar services awarded in 2001. Please note, contract N69272-00-D-3170 incorporated all BOS services at Kings Bay. The proposed contract listed herein does not include Grounds/Landscaping, Pest Control, Refuse Collection and Recycling, Janitorial/Custodial, and related services. A separate synopsis will be posted for these services under solicitation number N69450-10-R-7577. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The proposed contract listed here will is unrestricted, full and open competition. Large businesses will be required to submit a subcontracting plan. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The anticipated date of RFP issuance is on or about the week of 7 October 2010. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Incidental construction work will be included in this Facility Support Contract. In accordance with the Miller Act, bonds are required for construction work. Bonding requirements include bid, performance, and payment bonds. The construction related CLINS/ELINS to be identified within the solicitation and attachments will be subject to the Miller Act bonding requirements. NOTE: THE GOVERNMENT WILL POST A SPECIAL NOTICE ANNOUNCING THE INSTRUCTIONS FOR THE SITE VISIT AS AN AMENDMENT TO THIS SYNOPSIS. THIS ANNOUNCEMENT WILL BE POSTED PRIOR TO THE REQUEST FOR PROPOSAL. IT IS ANTICIPATED THAT THIS NOTICE WILL BE POSTED VIA WWW.NECO.COM ON OR ABOUT 21 SEP 10.
