THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to BioTek Instruments, 100 Tigan Street, Highland Park, Winooski, VT 05404-1356 for the following equipment: -EL406 Washer and Dispenser -VAC System Complete High Flow 115V -MicroFlo Select Cassette: 1µL Molded Tip Assembly -MicroFlo Select Cassette: 5µL Molded Tip Assembly -Microplate Stacker - Rotational Wrist -Accessories Stack Set, 30 Plate -Accessories Align EL406 -Installation Qualification and Initial Training -Field Warranty Upgrade The National Institutes of Health Chemical Genomics Center (NCGC) has begun transitioning into the broader scope National Center for Translational Therapeutics. The cumulative experience of NCGC demonstrated a need for a group to consolidate assay development, assay miniaturization applicability and adaptation to evaluate qHTS feasibility, and validation of promising new assay technologies that had previously been done piecewise by different project teams who divided project workflow between data production and these experimental evaluations. The assay development technology laboratory will unburden separate project teams from these tasks, while maintaining full system compatibility with the automated robotic qHTS facility, such that assay development and promising assay technologies can be immediately implemented in large scale drug discovery campaigns with confidence that the assays and novel technology works in the high-density formats used by the qHTS facility. This request is required for the Laboratory in order to develop and deploy new technology and assays for the screening of rare and neglected disease targets. The EL406 is a combination washer dispenser that can both wash and accurately dispense solutions to microplate wells. The sole source determination is based on the fact that BioTek Instruments is the sole manufacturer of the EL406 Washer and Dispenser System. The EL406 is unique because it can wash and dispense 96, 384, and 1536 well plates where washing a full 96-well plates at one time is still possible. It has four separate fluid paths, including 1 periplastic pump, 2 syringe fluid paths, and 1 wash buffer path. The EL406 allows for up to 7 different fluids to be passed through the 4 different paths. It also possesses the critical ability to optimize wash conditions for loosely adherent cells and has the ability to automatically sonicate and clean the manifold, which is imperative to prevent reagent cross-contamination. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), Bethesda, MD 20892. The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the associated small business size standard is 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures; therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). This solicitation is set aside for small businesses. Interested parties may identify their interest and capabilities in response to this synopsis by August 30, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
