- Attached is the complete solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the 100% Small Business Set-Aside solicitation; proposals are being requested and a written solicitation will not be issued. Simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-44. Solicitation number FDA-SOL- 1071384 is issued as a Request for Quotation (RFQ). This synopsis, NAICS code 541690, size standard $7.0, is to notify contractors that the government intends to issue a Labor Hour Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. PART 2: CONTRACT The government anticipates a Labor Hour contract for the development of tools and documentation for HL7 Study Data Standards for regulatory submission to the FDA. 2.1 Period of Performance: The period of performance is one base year and one option year for maintenance services.
