Document Type: Sources Sought Notice Contracting Office Address: Department of the Air Force, Air Force Space Command, SMC - Space and Missile Systems Center, 483 N. Aviation Blvd, El Segundo, CA, 90245-2808 Description: The U.S. Air Force Space and Missile Systems Center (SMC), MILSATCOM Wideband Group (MCWG) is seeking sources prior to releasing a solicitation to develop and field a ground-based attitude determination and control capability for Wideband Global SATCOM (WGS) satellites. The purpose of this notice is to solicit a Statement of Capabilities ("SOC") from interested parties. The system shall be a software only solution. The contingency capability shall operate with existing WGS spacecraft subsystems and WGS ground control systems and operators. This contingency capability shall support continuous payload operations with minimal degradation relative to WGS system specifications should the accuracy of the primary attitude control system become ineffective. Prospective bidders shall have sufficient knowledge of the WGS system and algorithms to enable them to convert the spacecraft attitude knowledge into spacecraft commands to correct attitude errors as appropriate. The SOC shall not exceed size 12 font, 10 one sided 8X11 pages in length form. Response must be submitted by e-mail in an MS Office compatible or pdf format. This notice does not constitute a Request for Proposal. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with the submission of a SOC. Submit all responses to synopsis to: MCSW/PK, Attn: LaKisha Porter, 483 N. Aviation Blvd, El Segundo, CA 90245-2808 (e-mail is lakisha.porter@losangeles.af.mil, also CC Rajib Basu, rajib.basu@losangeles.af.mil) Interested parties must identify to the Contracting Officer their interest and capability to satisfy the Government's requirement within 15 days of this notice. Small and small disadvantaged businesses are encouraged to respond. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman for the Space and Missile Systems Center is Mr. James Gill, 310-653-1789.
