Sole Source Synopsis - Notice of Intent to Award 23 Aug 2010 FA8770-10-R-0039 Sustainment Support for Depot Maintenance Consolidated Database (DM CODB) NAICS: 541511; Small Business Size Standard is $25M in average annual revenue R: Professional, Administrative, and Management Support; 499 Other Professional Services Contract Line Items: 0001-0006 - Labor, Extended Labor, Travel, Other Direct Costs, ECSS Subsumption, Data The Air Force Materiel Command, Electronic System Center (ESC), 554th Electronic Systems Group, Contract Division (554 ELSG/PK), Wright- Patterson Air Force Base, Ohio intends to issue a proposed contract for legacy Information Technology (IT) services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. Market Research has determined that these highly specialized services are available from only one or a limited number of responsible sources and no other type of services will satisfy agency requirements. The Government intends to make an award by Sep 2010 to Serco Services, Inc., 1818 Library Street, Reston, VA 20190-5869. This is not a request for competitive proposals and no solicitation is available. The acquisition is for a 6 month "bridge" contract for continued support services for the Air Force Materiel Command (AFMC), 754 Electronic Systems Group (ELSG), Maintenance Flight, Depot Maintenance Systems Section (ILMD) to provide technical support for development, sustainment and surveillance services for the Depot Maintenance Consolidated Operational Data Base (DM CODB). These ongoing required services provide development, sustainment and surveillance support for DM CODB that include but are not limited to: software infrastructure, software engineering, technical support, and resolution of all Discrepancy Reports (DRs), Software Problem Reports (SPRs), Baseline Change Requests (BCRs), Technical Communications-Computer System Requirements Document (TCSRDs), and Communications-Computer System Requirements Documents (CSRD). Development activities include all activities associated with designing, developing, coding, testing and releasing application enhancement modifications. System surveillance includes help desk support, operations, configuration management, interface maintenance, and database management. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within five (5) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. As required by FAR Clause 52.219-9, Serco Services, Inc, a large business, shall be required to submit an acceptable subcontracting plan, which will become part of the resulting award. The contractor shall submit periodic subcontract reports as required by the clause, and 554th Electronic Systems Group Contracting Division (554 ELSG/PK) will monitor the contractor's compliance with the approved plan throughout the life of the contract. Failure of the Contractor to comply in good faith with the approved plan and also FAR Clause 52.219-8, Utilization of Small Business Concerns, shall be considered a material breach of the contract. The Air Force subcontracting goals are as follows: Total Small Business: 23% of total contract value (not % of subcontracted amount) Small Disadvantaged Business: 5% Woman-Owned Small Business: 5% Service-disabled Veteran-Owned Small Business: 3% HUBZone Small Business: 3% A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. An Ombudsman has been appointed for this acquisition. The ESC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of ESC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to ESC/CC, ESC's Deputy for Acquisition (DC(A)) or ESC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
