Description
The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to procure up to two complete vehicle testing systems capable of sampling, measurement, calculation, and reporting of the mass emissions from motor vehicles. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing. EPA is undertaking a comprehensive program to enhance its capability to conduct low level emissions testing of the highest precision and accuracy at its NVFEL facility in Ann Arbor. As a result of the Renewable Fuel Standards program, increased emphasis will be placed on testing vehicles operated on renewable fuels. Other enhancements will enable performance of both cold-temperature and high-temperature testing. The full Statement of Work (SOW), which will be included in the solicitation, describes and sets forth the engineering and operational specifications, emissions standards and regulations requirements for a complete vehicle testing system capable of sampling, measurement, calculation, and reporting of the mass emissions from motor vehicles in the NVFEL Cold Test Facility which is currently under construction. The equipment implementation described in the full SOW shall provide automated test sequencing and control, exhaust sampling and analysis, and data acquisition, data processing and data analysis; file handling and transfer, and a variety of tools for test configuration, maintenance, calibration and other support activities. The procurement also includes an option to purchase an additional testing system for a separate test site designed to measure vehicle emissions and fuel economy at elevated temperatures (SC03). Additional options are included for procurement of equipment for particulate matter sample collection and other equipment to further enhance test capability. The measurement systems described in the full Statement of Work shall conform to the requirements of 40 CFR Part 86; Subpart B, C; and 40 CFR Subpart 600. Analytical systems shall also conform to the requirements of 40 CFR Part 1065. The optional particulate system shall conform to the requirements of 40 CFR Part 1065. The system shall provide separate sample paths and analysis systems for gasoline fueled vehicles and diesel fueled vehicles. Each sampling and analysis sub-system shall utilize a critical flow venturi, constant volume sampler (CFV-CVS), bag and continuous dilute sampling and analysis, and continuous raw exhaust sampling and analysis. The dilute sampling analytical systems shall provide bag and continuous analysis of Carbon monoxide, Carbon dioxide, Total hydrocarbon (heated system), Methane (GC-FID for bag sampling; heated partial oxidation catalyst for continuous), Oxides of nitrogen (NOx), Direct discrete measurement of additional compounds via photoacoustic analysis. The ?gasoline? system shall also include; Alcohol sampling via impinger, Carbonyl sampling via cartridges. Raw exhaust measurement shall include; Carbon monoxide, Carbon dioxide, Total hydrocarbon, Methane, Oxides of nitrogen, and Oxygen. The Contractor shall also offer an option for a full flow particulate tunnel and sampling system that meets the requirements of 40 CFR Part 1065 for the Cold Test Facility. Other optional equipment is further specified in Section 10 of the full Statement of Work. Award will be made on a Best Value basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed equipment and systems to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant corporate experience.
