- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. To develop and conduct a transition assistance program that is specifically designed to meet the unique needs and concerns of retiring general officers and their families. The level of instruction must be appropriate for senior executives and must thoroughly prepare general officers to successfully transition from government service and reenter the Nations civilian work force.
