Description
This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified contractors who are able to meet VA's requirements, determine if commercial services are available or, could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. BACKGROUND: The Department of Veteran Affairs (VA) Veterans Integrated Service Network Five (VISN 5), Linthicum, MD, is seeking a Contractor to run the 2010-2011 VISN 5 Leadership Development Institute (LDI) Training Program. The Leadership Development Institute (LDI) is a VISN-wide, yearlong competitive leadership program offered to GS 11 to 13 level, wage grade (WG) equivalent, and Title 38 equivalent employees. It targets the development of identified, high potential leaders at the High Performance Development Model (HPDM) levels II and III. Specifically, a high potential employee is one who: exhibits high performance in his/her current position; has the desire to learn and work towards a leadership role; and displays the eight core competencies of the High Performance Development Model The program includes: formal mentoring and/or coaching; course curriculums based on the eight (8) HPDM competencies; variety of learning and instructional methodologies; self-assessment tool like the Myers-Briggs Type Indicator (MBTI) ; personal development plan with the collaboration of their supervisor and coach/mentor; HPDM 180 ° or 360 ° individual assessment tool; Kirkpatrick's Level 1 and Level 2 assessment; online discussions, collaboration, sharing and participation; Individual and group experiential learning activities; and individual capstone project Participants who successfully complete the program earn 120 continuing education hours. There are twelve (12) face-to-face classroom-training sessions spaced out within the fiscal year (FY). Each month, the participants meet for their training conducted by VA selected speakers at the Maritime Institute. Speakers for the monthly event range from internal and external sources. There are also three (3) off site group learning activity in the form of organized field trips and three (3) independent learning activities participants choose on a predetermined list of available organization-wide learning pursuits. There is also an online discussion, collaboration, sharing, and participation. ADDITIONAL INFORMATION: The proposed North American Industry Classification System (NAICS) is 611710, Educational Support Services, and size standard is $7.0 million. Responders should identify if they are a Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB) or small disadvantaged business concern (i.e., 8a or HUBZone), based on this NAICS code. Responders should also indicate if they are a Federal Supply Schedule/General Services Administration (GSA) contract holder and reference that contract number in their response. SUBMITTAL OF RESPONSE: Please submit expressions of interest electronically in your own format to include documentation of capabilities in sufficient detail for the Government to determine that your company and its service possesses the necessary expertise and experience to compete for any acquisitions. Please ensure responses do not exceed ten (10) pages. Since this is a Request for Information (Sources Sought Announcement), no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The due date for submission of this information is 12:00 PM Eastern Standard Time (EST) on Wednesday, August 25, 2010.
