- Description
- NASA/GSFC has a requirement for PMC Digitizer Systems. This Digitizer System musthave a re-programmable FPGA (Field Programmable Gate Array) Controller chip and an ATMELA/D (Analog to Digital) Converter.These digitizers must be plug-and-play compatible with the existing digitizer systems inthe LVIS sensor. Two key requirements are: (1) the unit be an exact replacement for theexisting Delphi digitizers in the existing LVIS instrument. (2) The system utilizes the ATMEL A/D. NASA /GSFC intends to purchase the items from Delphi Engineering Group pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom one source. The Delphi system is the only system that meets both key requirements,including the ATMEL A/D chip and Delphi has delivered several of these Digitizer Systemsto DoD and other government agencies for use in similar systems. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effort inwriting to the identified point of contact not later than 2:30 p.m. local time onSeptember 3, 2010. Such statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an statement which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
