- Sole Source Justification SERVICES TO PERFORM ANALYTICAL STUDY. This is a SOLE SOURCE procurement synopsis, published for informational purposes only. The U.S. Air Force requires an individual possessing a Ph.D. in Engineering Mechanics or Mechanical Engineering to develop and report analytical and experimental investigation of fatigue and degredation of physical and mechanical properties. The study will explore the damage mechanism of multi-phase composite materials, to include electrically conductive and nonconductive nano-composites and ceramic matrix composites, when subjected to high cycle fatigue and/or wide range of thermal and mechanical loading conditions of space and combustion environment. The NAICS for this requirement is 541711. The solicitation number is FA8601-10-T-0277. The proposed contract is for a performance period of 1 Sept 2010 to 31 Aug 2011. The Government intends to solicit and negotiate with one source only, Dr. Volodymyr Sabelkin, under the authority of FAR 13.106(b)(1) and FAR 6.302-1(a)(2)(iii). This notice of intent is not to request competitive quotations; however, any quotation received within five (5) days of the issuance of this notice shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
