- Justification and approval for other than full and open competition This announcement is for informational purposes only. The Federal Bureau of Investigation intends to negotiate a contract on a sole source basis to Northrop Grumman Systems Corporation, 2340 Dulles Corner Blvd., Herndon, VA, under the authority of FAR 6.302-1 for the Decision Agent appliance and services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. North American Industry Classification System (NAICS) is 541511. A quote is being solicited under Solicitation No. 0382001. This will be a fixed price contract. Based on FBI market research, it has been determined that Northrop Grumman is the only source available to meet the FBI's requirement. This notice of intent is not a request for competitive proposals. If any interested party would like to be considered for award, please submit a written statement indicating your interest as well as a brief corporate capability that supports legal rights and unique technical qualifications and experience to fulfill this requirement by 3:00 pm on August 26, 2010 to Abigail Marr, Contracting Officer, at abigail.marr@ic.fbi.gov.
