- The Federal Railroad Administration (FRA) intends to negotiate on a sole source basis with WorkDynamics for the renewal and maintenance of existing ccmMercury licenses The FRA uses ccmMercury software an electronic document tracking system for correspondence management. The software provided a mechanism throughout the agency to communication and track correspondence to/from DOT Secretary, the FRA Administrator, and other senior organization leaders. The FRA has 700 ccmMercury licenses for this software. WorkDynamics Technologies is the original software developer and sole distributer of ccmMercury software. WorkDynamics Technologies develops, installs and configures all of its products and services. As such, they are the only known source to fulfill this requirement. The authority for this sole source procurement is FAR Part 6.302-1. Only one responsible source and no other supplies will satisfy the agency requirement. This is not a request for quotations. A determination not to compete this proposed action based upon responses is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. All inquires must be received by September 7, 2010 12PM EST.
