- Standard Form 18 RFQ RA1341-10-RQ-1352BS COMBINED SYNOPSIS/SOLICITATION True Three Phase Electric Meter Test System (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA1341-10-RQ-1352BS. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. (IV) This solicitation is total small business set aside. The associated NAICS code is 334515. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items (ONLY NEW EQUIPMENT SHALL BE ACCEPTED): Line Item 0001: BRAND NAME OR EQUAL TO WATTHOUR ENGINEERING CO. Model 2300 True Three Phase Electric Meter Test System, in accordance with the salient characteristics, Quantity 1 Each. Line Item 0002: BRAND NAME OR EQUAL TO WATTHOUR ENGINEERING CO. Option 10, CS023303, RD-23-303; W-V-Q-VA; Vhr Ahr V2Hr Volt Amp Phase Std Upgrade, in accordance with the salient characteristics, Quantity 1 Each. Line Item 0003: BRAND NAME OR EQUAL TO WATTHOUR ENGINEERING CO. Option 13, AX0013XX, OPTOCOM Optics station, in accordance with the salient characteristics, Quantity 1 Each. Line Item 0004: BRAND NAME OR EQUAL TO WATTHOUR ENGINEERING CO. Option 20, AL0013XX, RM-SCA-3-Kit, 225 Amp Std Compare Adapter Kit for RM Stds, in accordance with the salient characteristics, Quantity 1 Each. Line Item 0005: BRAND NAME OR EQUAL TO WATTHOUR ENGINEERING CO. Option 21, AL0014XX, RD-SCA-3-Kit, 225 Amp Std Compare Adapter Kit for RD Stds, in accordance with the salient characteristics, Quantity 1 Each. (VI) Description of requirements is as follows: SALIENT CHARACTERISTICS: 1. 60-600 volts Independently programmable per phase with a 0.01 volt setting resolution, true three phase or single phase 2. 0.001-225 amps per phase, independently programmable for each phase, with a setting resolution of 0.001 amps. 3. Phase angle settings of 0-359.9 degreees, with a setting resolution per phase of 0.1 degree. 4. Test Frequency 45 - 65 Hz in 0.001 Hz Steps 5. Maximum error for KWH 0.01% for system 6. Voltage Harmonic Distortion of less than 1.0% THD 7. Current Harmonic Distortion of less than 1.0% THD 8. Meter Test Forms 1S - 17S, 19S, 21S, 24S, 25S, 26S, 29S, 35S,36S, 45S, 46S, 56S, 66S 9. Automated standards comparator to allow testing Radian Research RM and RD standards with the system (VII) Required delivery 110 days ARO. Place of Delivery is NIST, 100 Bureau Dr., Bldg. 220, B162, Gaithersburg, MD 20899, USA. Delivery shall be FOB Destination; quote shall include all shipping charges, if applicable. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. Offerors are instructed to complete and return the attached Standard Form 18, in addition to written price quotes. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: 1) Technical Capability: Must meet all salient characteristics as stated in (VI) above. 2) Past Performance: Quality, Timeliness and Customer service. Must provide two references. 3) Price: Quote must state price in U.S. Dollars. 4) Delivery: Quote must include delivery schedule. 5) Warranty: Quote must state warranty, if applicable. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. This will be a firm fixed-price purchase order, with payment terms of Net 30. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009) with its quote. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. (End of provision) Department of Commerce Clauses: 1352.201-70 Contracting officer's authority (APR 2010) The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
