Description
The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OARM), Emergency Response Service Center (ERSC) in accordance with the Federal Acquisition Regulation (FAR) Part 6.302-1 that 'only one responsible source with no other supplies or services will satisfy agency requirements', intends to awards a sole source purcahse order to Macdonald Environmental Science LTD (MESL) for the services in conducting oversight and toxicity testing at the Anniston PCB site. During the course of market research, it had been determined that because of the type of toxicity testing, no small business is capable of performing studies per the requirements of the Statement of Work. MESL has been intimately involved in the scientific development of the procedures used to employ sampling. MESL has historical knowledge as well as technical experience in this novel sampling approach. EPA's concern is that subtle differences in application of the standard operation pro cedures may adversely impact the potential interpretation of the results of the tests. The use of the procedure to be employed at the Anniston PCB site has not yet been published and as such is not readily available. MESL is anticipated to be a lead author on these publications and has been directly involved in developing the procedures. The National American Inductry Classification Systems (NAICS) code for this requirement is: 541620. The EPA has only one known source for this procurement that is in the government's best interest. If there are any other potential sources, please submit your capability statement via email to the US Environmental Protection Agency, c/o Elaine Scott at scott.elaine@epa.gov no later than 12 noon, EST August 26, 2010. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(iv)(b).
