Description
The Department of Veterans Affairs, VISN 22 Network Contracting Activity Office, intends to negotiate a competitive Commercial (FAR Part 12) Firm Fixed Price contract through a Request for Quote (RFQ) to provide consultant / teaching services to the Department of Veterans Affairs VISN 22 for the purpose of improving process and systems utilizing engineering methodology on a grant for Systems Redesign - Improvement Capabilities. The project will focus on process flow and identify delays or systems constraints. The VISN 22 Healthcare Centers are primary care and tertiary care facilities providing medical, surgical, psychiatric, and community care for Southern California and Nevada Veterans as teaching hospitals which provide a full range of patient care services with state-of-the-art technology, as well as education and research. The contract is being established for the purpose of improving patient care, patient satisfaction, patient education as well as employee morale and satisfaction throughout various divisions and programs. The procedure and policy changes required to make improvements in operational processes at the five VA hospitals in VISN 22 through a series of courses providing instruction in Lean and related topics (see basic workshop plans below) so that the hospitals will be able to develop and implement improvements during the program are the specific focus of this contract. Training is to be delivered on site at the Long Beach VISN Office, Long Beach, CA. Instructor must work with VISN 22 Systems Redesign and Patient Centered Care Offices to develop a program/curriculum incorporating Veterans Health Administration (VHA) System Redesign and Patient-Centered Care goals and objectives, including: i.Promote patient-centered care, patient safety and healthcare quality through the development of staff and trainee knowledge, skills and attitudes regarding health systems engineering and optimal patient flow. ii.Develop a learning culture and organization that incorporates systems engineering and Lean methods into staff and trainees' daily work. The awarded contractor must be located in the Greater Los Angeles area. The contract period is to be a base year from date of award in mid-September 2010 with the Government's option to renew the contract for two (2) optional one (1) year periods. All interested vendors should download the solicitation once published. This is the only way to obtain a copy of the solicitation. Offerors are cautioned to read all requirements of the solicitation carefully and to assure that all areas that are needed to be completed and all documents that are to be submitted are enclosed in the proposal and received at the VISN 22 Logistics office by the date and time as listed in box 8 of Standard Form 1449 of the solicitation. The solicitation in the Instructions to Offerors of the RFQ provides specific instructions on what is needed, how to electronically fill-in the document, what additional documents to include and how to submit the RFQ offer document.
