Description
Solicitation has been updated to include evaluation criteria and other information. 17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ10092 as a request for quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44 effective as of July 8th, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 541611, which has a small business size standard of $7m. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure professional management and administrative services from one year brining scientists from India, Mali or the United States to the NIH and elsewhere in the United states for short-term training or conferences in support of meetings on tropical diseases. Once training/conferences have been completed, the scientists will return to their home of origin. The Contractor will be responsible for the following: 1) Making all travel arrangements for a scientist coming to the United States from India and their return, travel, per diem, meal and other expenses; 2) Making or assisting with lodging arrangements.; 2) Making sure all immigration requirements are met when these travel arrangements are made. 4) Making arrangements for the scientists to attend scientific/professional meetings in the US or Europe and making arrangements for registration fees and lodging/meals associated with these meetings. 5) Logistical arrangements related to running of the conferences in Bethesda and elsewhere in the United States including catering and provisions of light refreshments. In addition, the contractor must provide NIAID the hourly rate to be charged for accomplishing these tasks in addition to the markup for pass through costs like airline tickets, per diem, etc. Quotes will be evaluated based on the following criteria; 1) Technical ability to provide the above stated requirements. 2) Ability to work with and to resolve immigration issues. 3) Delivery. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation-Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 4:00 PM Eastern Daylight Time (EDT August 27, 2010) to Mr. Daniel Herdman. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a).
