Description
This notice is a combined synopsis/solicitation Request for Quotes for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on NIAID-RFQ-10135. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44 effective July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 333415, which has a small-business size standard of 750. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure 8 R-404A refrigeration systems to replace existing refrigeration system located at 9000 Rockville Pike, Bldg 33, Bethesda, MD 20892; 7 dehumidifiers and control systems. The systems must offer the following specifications: must maintain the temperature consistently at approximately 40 degrees F to keep the humidity between 40% and 60%. The project has two phases: installation of a dehumidification system to maintain the desired humidity, and the modification and upgrade of the existing system to current refrigeration standards as the existing refrigerant is being phased out. The first phase will include the removal and the installation of systems components such as condenser and evaporator which will lower the humidity within the cold rooms. The second phase encompasses the recovery and disposal of R-22 refrigerant and replaces it with a suitable environmentally friendly refrigerant. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
