Amendment # 2 is being written to change the Bid Opening Date(reference Page 6 of the solicitation). 1. Bid opening date is hereby changed from Monday, August 23, 2010 @ 2:00 PM to Wedneday, September 1, 2010. 2. Question and Answers to questions that were presented after Site Visit on August 11, 2010. Quesations 1 through 22 are as follows: 1. For loud of disruptive work (example: core drilling), should this work be scheduled for first or second shift? Reply: Yes, this should be scheduled for 2nd shift. 2. Is it expected for the majority of the work preformed for this contract to be first shift? Reply: Yes. The majority of the work is expected to be performed on the first shift. 3. If the contractor chooses or is required to work 2nd shift, will there be any additional costs responsible by the contractor? (Example: Additional cost for security personal) Reply: No. The V.A. has security 24/7 already. 4. Will a space be provided for storage of materials and equipment during the contract? Reply: No. The contractor should plan on providing a POD or storage trailer for their materials and equipment. 5. Will the contractor have access to the service elevator for the transportation of materials? Reply: Yes. 6. Will the contractor have to provide a dumpster for this project and will a space be provided onsite for one? Reply: Yes. The V.A. will provide a space for a dumpster. The contractor should include the dumpster in their bid. 7. Besides being escorted in the IT rooms are there any other areas that the contractor will have to be escorted when performing work for this project? Reply: Secure service areas such as the pharmacy will require an escort. This should be minimal. a. For the coordinated IT shut downs, will this be scheduled for normal business hours? Reply: No. This should be planned for the second shift. In the office areas of the building, these rooms could be shut down starting at 5:00 PM during the week. In the patient care areas, the shutdown would occur as late as 7:30 PM from Monday through Friday. b. What steps should the contractor take for dust control when doing core drilling or opening up walls for this facility? Reply: See General Requirements Spec 01 00 00, Section 1.8. 8. It appears from the prints that all suggested conduit runs are in hallways and no restricted or patient rooms. Is this correct? facility? Reply: The intent was to have all major conduit runs in the corridors; some second floor conduits were routed in the first floor ceiling to avoid work in the second floor corridors. 9. On page E1.0 the A&E shows the suggest conduit run going north/south on the left going through the middle of the atrium through a wall above a gift shop area. a. Does the A&E have a different suggest conduit run for this or will the contractor be expected to use this suggested route? facility? i. Reply: See attached Sketch ED1-E1.0 for revised conduit routes. b. If this suggested route is to be used the wall will have to be opened up for the installation of the new conduit Reply: This question, i thru iii is covered by the suggested conduit run listed above. i. What type of material is this wall made of? ii. Will the opening up and replacement of this wall be 2nd shift work? iii. How far will the contractor have to paint upon replacement of this opening since this wall can be viewed the entire length of the atrium? 10. For new locations of panel boards, has it been verified by the A&E that the specified panels will fit in the locations designated on the prints and will meet all NEC requirements? Reply: Yes, the equipment shown on E5.1 & E5.2 Enlarged Plans is to scale. The column panels are about 9 wide x 6 deep with a 14 wide x 6 deep pull box mounted at the front top, the proper length of the trough extension between the panel and pull box will have to be determined in the field. 11. Can the placement of the relocated disconnects and starters be shown on the drawings? And has it been verified by the A&E that these new locations will meet all NEC requirements? Reply: Yes, the disconnects and starters are shown on E5.1 & E5.2 Enlarged Plans to scale and in the new locations. The original locations would be in the same room, where the new panels are shown. 12. Could the relocated disconnect and starters me moved up the wall and accessed by a ladder for the new locations? Reply: The disconnects and starters will fit as shown on the enlarged plans and be accessed from floor level. 13. During the pre-bid meeting the 1st floor hallway above the drop ceiling was viewed. Is this amount of mechanical/ electrical/data/sprinkler items typical above the drop ceiling for each floor? Yes. What was seen on the first floor would be considered typical. a. Will an allowance be given for the contact for the installation of new hangers to support the new conduits in the hallways if they are required? No. This is a firm price bid contract. 14. Has it been verified for each of the (6) transformers to be installed, that there is room in the electrical closets to suspend these transformers? a. Reply: There is physical space for each transformer; there was no need for any HVAC changes due to the new transformers. 15. When the new directories are made for the panels it was mentioned on labeling the covers for these items, will this be required as well? See Electrical Installations Spec 26 05 11, Section 1.11 for Panelboard label requirements. Reply: See Power Conductor Spec 26 05 21 Section 3.5 for feeder and branch circuit conductor labels. In addition, follow current V.A. practice for the 130 circuits to be traced and apply 3/8 Embossing Tape Labels (Dymo Type or approved equal) to the outside of covers of all receptacles. 16. On page E 2.1.1 is a reference to detail # 5 on Sheet E 6.1.1 a. There is not a sheet E 6.1.1 as part of our set. Please provide copy of detail # 5 b. Reply: The original as-built drawings (Record Documents, 17SEPT08) were included as reference for the contractor to note location/circuit number of equipment connected to 282 circuits affected by the project. Equipment/circuit numbers for 130 circuits that are listed on panelboard directory cards but do not appear on the as-built reference drawings are to be traced and noted on the reference drawings. The supply for 152 circuits will be moved (to remove heat trace load from Life Safety Panel; new critical power panels are provided so the loads will be on the same floor as the panels; and Telecom Room receptacles will be transferred to new Equipment Panels in adjacent Electrical Rooms); the new circuit numbers for the relocated circuits will be noted on the reference drawings. See General Notes on Riser Diagram Sheet E6.0 for details on the traced and relocated circuits. c. The as-built drawings include references to Enlarged Electrical/Telecom Room Plans on original drawings E6.1.1 & E6.1.2 (four floors with five generally stacked electrical rooms (A,B,C,D&E) on each floor). Equipment locations on the original E6.1.1 & E6.1.2 enlarged plans were not accurate and were not used. The Enlarged Electrical Room plans on Sheets E5.1 & E5.2 reflect actual to scale equipment locations. 17. Add Coded Notes to E1.0, E2.0, E3.0 & E4.0: a. C. REMOVE LAY-IN CEILING GRID, TILES, LIGHTS, DIFFUSERS, ETC. AS REQUIRED TO ACCOMODATE ELECTRICAL WORK. REPLACE TILE AND GRID TO MATCH EXISTING. REPLACE LIGHTS, DIFFUSERS ETC. BACK TO THEIR ORIGINAL LOCATION UNLESS NOTED OTHERWISE. SEE ELECTRICAL AND HVAC DRAWINGS. 18. Add Coded Note D to E5.1 and Coded Note C to E5.2 (same note): a. CONTRACTOR SHALL PERFORM ALL CUTTING, PATCHING, AND FITTING REQUIRED (SEE SUMMARY OF WORK SPEC 01 11 01, SECTION 1.08). PAINT ELECTRICAL ROOM WALL PATCHES AND CONDUIT TO MATCH EXISTING (BENJAMIN MOORE #2154-70 VANILLA ICE CREAM, SEMI-GLOSS FINISH). 19. Raceway & Boxes Spec 26 05 33, Section 2.1.C.2.c delete last sentence: Set screw steel connectors and couplings are acceptable in lieu of compression fittings. Use compression type couplings for EMT conduit sizes 2 and below. Use set screw type couplings with four set screws for conduit sizes over 2. 20. See attached Sketch AD1-E3.0 for new chase detail. 21. Is an Above Ceiling Work Permit required? Reply: Yes it is required. 22. Concerning Core drilling; the existing concrete slab is on a metal deck and is 9 +/- in some places and 12 +/- in other places. Contractor to scan for rebar in slab before drilling/coring.
