Description
The Department of the Air Force ("the Air Force") requests an expression of interest from prospective entities (developers, contractors, teams, consortiums, joint ventures, etc.) capable of developing, designing, owning and operating an algae-based biofuels demonstration plant at Hill Air Force Base (AFB), Utah. The Air Force is interested in understanding the potential for an algae-based biofuels development and/or production facility to be located on Air Force property at the Hill AFB Annex at Little Mountain, Utah. This RFI focuses on technologies that address two areas of interest: (1) The mitigation of Greenhouse Gases (GHG) from algae-based biofuels; and, (2) Real-world plausibility of renewable fuel generation from algae-based biofuels. The Air Force seeks information regarding potential construction and operation of an algae-based biofuels project in terms of an operating agreement parties would require in order for parties to fully analyze and make proposals for the opportunity, as well as questions and concerns of market participants. The Air Force will consider other approaches to this business opportunity and respondents are encouraged to submit alternative business models to improve the return to the Air Force. Please submit any questions or additional information you would like included in a solicitation, should this project proceed. Background: The Air Force is considering the merits of leasing approximately 740 Acres of land at the Little Mountain Annex with certain sections lending themselves to possible algae-based biofuels demonstration and/or production projects. The site is located 15 miles from Hill AFB on the shore of the Great Salt Lake and is within 12 miles of Interstate Highway 15 and immediately adjacent to the Union Pacific transcontinental rail line. Little Mountain is uniquely situated to allow access to both salt and fresh water, the necessary inputs for algae cultivation, an existing rail spur for possible transportation of biofuels, and resulting co-products having a regional market. The Air Force is considering leasing one or more parcels at Little Mountain Annex, of a size to be determined. The lease would be accomplished under authority of 10 USC § 2667. The site is accessible to algae fuel production resources such as industrial waste heat and carbon dioxide (CO2), local utility services, and effluent streams from local wastewater treatment facilities. The Air Force has not contacted nor made any pre-arranged agreements with owners or operators of surrounding facilities and the responsibility would be on the responder to verify the availability of resources. Expression of Interest Desired: The Air Force anticipates a public-private partnership that in exchange for a long-term lease of Air Force owned land for the algae-based biofuels project, would receive cash or in-kind consideration equal to, or greater than, the fair market value of the asset. In all cases, the Air Force would not develop, design, own, operate, or be the licensee for the algae-based biofuels project. The Air Force expects all expressions of interest to be financially viable ventures with associated risk. In all cases, the Air Force will not develop, design, own, operate, or be the licensee for the algae-based biofuels project. Please include in your response to this Request for Information, detailed answers to the following requirements: 1. Scenario(s) that would interest your party under a public/private partnership, and the envisioned operating terms relating to finance, security, size of the project and acreage and desired term of lease (not to exceed 50 years). 2. A description of the algae-based biofuels project including designer, provider, source, plant life-cycle, and expected output. 3. A clear and concise description of the issues, concerns, and challenges anticipated in accomplishing this project. 4. Identify any commitments or provisions required from the Air Force in order to construct, own, and operate an algae biofuels project at the Hill AFB Little Mountain Annex. 5. Relevant history describing similar public or private research and/or development projects. 6. Earliest availability for beginning a demonstration project at no cost or risk to the Government. Handling and Processing: All responses received will be considered for developing the project concept. Under this Request for Information or under future issuances, the Air Force may terminate or continue to pursue this project. Under 10 USC § 2667, the Air Force uses competition to pursue any leases, agreements, etc., that may be issued in pursuit of the Air Force asset management and energy goals. The Air Force expects to use consultants to assist with its review of all responses received. All responses received may be held for an extended period of time, not to exceed 5 years, and destroyed. In no case will any responses be returned to the originator. All information desired or required to be handled as proprietary or as confidential business information should be clearly and appropriately marked. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information. The Government shall not be liable for, or suffer any, consequential damages for any improperly identified proprietary information.
