National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Human Genetics Program (HGP) plans to procure the brand name Zeiss Colposcope 150 FC (Quantity of 3), 1) 6 - Sleeve for push-in eyepiece 10x/12.5x, 2) 3 - Dusteover Blue, 3) 3 - OPMI 99 Stand Base, 4) 3 - Weight for Stand Base OPMI 99, 5) 3 - Stand Column 99 for 0,65mm Stand, 6) 3 - Inclined Binocular Stand, 7) 6 - Widefield, push-in eyepiece 10x, 8) Objective f--300mm 130/150FC, 9)3 - Beam Splitter 50, 10) 3 - T2 Camera Adapter F-340, 11) Shipping and Handling from Nautilus Surgical; 302 49 th Street; Virginia Beach, VA 23451-2415. The North American Industry Classification System (NAICS) Code for this procurement is 334516 and the business size standard is 500 employees. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Delivery shall be in 30 days upon receipt of purchase order. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The Human Genetics Program provides an expanded focus for interdisciplinary research into the genetic determinants of human cancer. Advances in molecular genetics and related biomedical sciences provide extraordinary opportunities both to explore and identify heritable factors that predispose to cancer as well as to elucidate gene-environment interactions. The Cervical Visualization Project aims to standardize cervical precancer and cancer diagnosis for molecular epidemiological research internationally. The NCI has deployed this open-source, software suite called VISION in multiple studies. Clinical collaborators onsite take high-resolution cervical images of study participants, annotate them visually as to lesions and biopsy sites, and store related microscopic, epidemiologic and HPV testing data. All can be shared via the web for case conferences that permit standardization of study data, and data sharing for pooled analysis. The software is designed to work on a particular Zeiss colposcope (the object of this purchase), attached to a Nikon D-700, and camera coupling adapters. All the NCI study sites have identical equipment, which is important for troubleshooting from a distance for settings or mechanical problems. This is a purchase of three Zeiss colposcopes. These colposcopes must be compatible with software used in current government owned Zeiss Colposcopes. The identical equipment is required to continue experiments and for the NCI to be able to troubleshoot and share settings remotely. The unit must be configured as the NCI has designed it, without any need for manual operation that would create shaking and blurring. The camera shutter is operated by the laptop software. When the image is captured, there is a sophisticated image handling software that permits image processing, diagnosis, boundary marking, printing, and sharing via the internet with other collaborators under security and passwords. The entire system has been designed and field-tested on approximately 700 patients at three field sites. The salient characteristics of the Zeiss Colposcope 150 are: 1. Must provide high resolution digital images to the cervix 2. Must utilize half of the light streams through the eyepiece of the equipment 3. Must capture 50% of the light streams by a beam splitter which goes into a laptop monitor This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the Office of Acquisitions at the address stated above on or before 11:00 am ET on September 6, 2010 to Karri Mares, Contract Specialist. No electronic capability statements will be accepted (i.e. email or fax). All questions must be in writing and can be faxed to 301­402-4513 or sent via email to maresk@mail.nih.gov. It is the vendor's responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
