Description
The Naval Research Laboratory (NRL) has a requirement for a space flight active pixel sensors for the Solar Orbiter Heliospheric Imager (SoloHI) instrument on the Solar Orbiter spacecraft. The instrument is designed to image the outer solar corona in visible light. The Solar Orbiter spacecraft orbits the sun with a periphelion of about 0.28 Astronomical Units (AU) which is closer to the sun than any other mission has gone and therefore has unique particle radiation requirements. This sensor is one of the first implementations of a science quality, large format APS sensor used for a space application. Scientific quality CMOS sensors currently under development meet the general requirements of the SoloHI sensor but their design may need to be adapted to meet the SoloHI requirements. Existing device architectures and pixel formats may be optimized to meet the SoloHI performance requirements. NRL seeks a qualified contractor with past experience building space flight and high reliability sensors to provide the SoloHI sensor. The SoloHI development program will be incorporated into a previously well established, radiation hard sensor design and fabrication program. The support required to develop the sensor include: (1) preliminary design of the flight sensor pixel and design of the full array as an engineering model; (2) fabrication and evaluation of an engineering model to validate the design; (3) critical design of the flight sensor; (4) fabrication of wafers containing the flight sensor; (5) wafer evaluation and screening; (6) packaging and test of engineering model and flight model sensors; and (7) ongoing support of the SoloHI program. Period of performance will be two (2) years. A complete Statement of Work (SOW) will be available as part of the solicitation. It is anticipated that a Cost Plus Fixed Fee contract will be made as a result of this solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Other business opportunities for NRL are available at our website: http://heron.nrl.navy.mil/contracts/rfplist.htm. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items. The solicitation will be posted on the following weblink: http://heron.nrl.navy.mil/contracts/10AT06.HTM
