- Amendment 0001 is hereby issued in response to the following questions: Question: Is there a contractor currently doing the work. Answer: No this is a new requirement. Question: How many FTEs are you requiring for this work? Answer: One Question: It appears that the Technical Capabilities required in Solicitation Number: FDA1078142, Strategic Planning Services for FDA, of Masters Degree in Education Technology is not related to the statement of work. Please describe how this degree is related to the work activities. Answer: To fulfill the requirements of this award, the selected contractor must possess technology integration skills at such a level that will enable him/her to work effectively with senior scientists dealing with highly technical and scientific data. Question: Please clarify if there is an ONADE Strategic Plan already in place or will the selected contractor facilitate the creation/production of one. It's not clear from the Statement of Work if and when that would happen. If a plan already exists, will this be provided at or before contract award? Answer: A Strategic plan is in place. Question: The Statement of Work reads that the contractor would meet and develop tactical plans for each of the 7 Divisions and then present them to the leadership team for discussion, approval, and creating/leveraging synergy. This seems to be a silo-based, bottom-up approach rather than a strategic planning one. Please clarify Answer: The Contractor will assist with tactical analysis and implementation. Question: For pricing, wed need to know that there would be several strategy meetings (facilitated by the contractor) that would define the time horizon and strategic outcomes desired by ONADE first and then map the individual Divisions goals and work efforts toward that. We have a proven process to create that overarching strategy, but would need confidence that there was commitment to define the ONADE outcomes before the Division plans. Can you please provide clarification as to the approximate number of meetings we could anticipate? Answer: There will be 7 meetings each 1 day meeting. The response date is change to August 26, 2010 at 5:00 PM Eastern Time.
