- RFQ# DTPH56-10-Q-000028 The objective of solicitation DTPH56-10-Q-000028 is to solicit Personal Protective Equipment (PPE) for the U.S. Department of Transportation - Pipeline & Hazardous Materials Safety Administration (PHMSA) Personnel. PHMSA is requesting quotes and will not issue a written solicitation. PHMSA intends to issue a Fixed Price Purchase Order in accordance with FAR Part 12, Acquisition Of Commercial Items, specifically, Subpart 12.6, Streamlined Procedures For Evaluation And Solicitation For Commercial Items, and FAR Part 13, Simplified Acquisitions Procedures. Award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government. The contractor is to accomplish all the requirements listed in the RFQ. The Government intends to issue a Purchase Order in accordance with FAR Part 13, Simplified Acquisitions Procedures. Prospective offerors are responsible for downloading the solicitation and any amendments from FedBizOpps.Gov. The Government may award a purchase order without discussions if the Contracting Officer determines that the initial quote(s) provided is the most advantageous to the Government and discussions are not necessary. PHMSA will award, based on the quote which is most advantageous to the Government for the requirement.
