- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Roche Applied Science to purchase various GS Titanium kits for use in the 454 Sequencer, in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-10044. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44 dated 07/08/2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 325413and the small business size is 500. SCHEDULE: The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories (RML), performs basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human pathogens. The RML currently uses 454 Sequencing equipment, which requires certain kits to function optimally. These kits are manufactured specifically for these sequencers and distributed only by Roche Applied Science. RML has a need to purchase the following: 1 GS FLX Titanium MV emPCR kit (Lib-L) 6 each 2 GS FLX Titanium PicoTiterPlate 12 each 3 GS FLX Titanium Sequencing Kit XLR70 12 each 4 Maintenance Wash Kit 8 each 5 GS Titanium emPCR Breaking Kits LV/MV5 each 6 GS Titanium Amplicon Control Beads 6 each 7 GS Rapid Library Prep Kit 1 each 8 Rapid Ligase Kit 3 each 9 Polynucleotide Kinase 1 each 10 T4 DNA Polymerase 1 each 11 PCR Nucleotide Mix 1 each 12 ATP, lithium salt 1 each 13 GC-Rich PCR System 1 each 14 GS Titanium LV emPCR kit Lib-L 6 each FOB Point shall be Destination, Hamilton, MT 59840. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, price, past performance, delivery, warranty, and the best value to the government.
