- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to Quanser Consulting, Inc. The Naval Postgraduate School (NPS) has a requirement for four ground vehicles, one rotorcraft, one rotary mechanism with a flexible joint, six IR cameras and supplemental equipment and software licenses. The first item is a full QBOT System which consists of QUARC Blockset-Optitrack real-time control, turnkey computer, PC pre-installed and configured, and NaturalPoint OptiTrack System configured Foundation Motion Capture package. The second item is a system upgrade with QBALL including one upgrade of PC to Development Station for Qball. This includes loading of all controllers designed for the Qball and QUARC engines and Quadrotor for Indoor Unmanned Aerial Vehicles. The third item is SRV02 System with Experiments 1 SRV02-ET Rotary Servo Plant with potentiometer, optical encoder and tachometer for rate control, and QUARC for Windows single-user license for Real-time control software. Quanser Consulting, Inc. offers a complete Autonomous Systems Controls setup as opposed to a single robot. It allows for coordinated and collaborative control between multiple agents which for easy of design and low and high level control algorithms for multiple agents. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
