- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to Educational Control Products. The Naval Postgraduate School (NPS) has a requirement for three Model 205 Torsional Planet systems. This Complete Turnkey System, will include the Model 205 Torsional Disk Apparatus and the Option 205a-3rd Disk/Encoder with I/O Electronics Unit, DSP Board, ECP Executive Software, and associated cabling. The Complete Turnkey System for each model will include mechanism with sensors, actuators, and adjustable dynamic configurations. DSP based real-time controller / data acquisition board with embedded control firmware. ECP user interface software package with library of control forms, trajectories, graphics, and date management. Interface electronics box with integrated power supply, servo amplifier, and DSP board I/F. The Control Systems Laboratory at the NPS currently has six Model 205 Torsional Plants for use in providing education in the subject of engineering control system theory. As a result of a recent expansion of the NPS is this specific subject area, additional systems are needed to satisfy the increased student demand of the laboratory. To maintain standardization and service flexibility the additional systems must be of the same type as those currently in use in the laboratory. Knowledge in the design, construction, programming, and assembly of the Model 205 Torsional Plant is considered proprietary by ECP. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
