- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to Klinger Educational Products. The Naval Postgraduate School (NPS) has a requirement for two distinct items from Klinger Educational Products. A Pockels Effect Kit containing a Pockels cell, a high voltage power supply, a linearly polarized He-Ne laser, a function generator, and all associated mounting and connecting hardware. This kit will demonstrate birefringence produced by an electric field. The second product is a Helium-Neon Laser Kit consisting of a He-Ne laser, a STE Si Photocell, reflecting mirrors, an optical bench, and all associated mounting hardware. This kit will allow for testing of laser fundamentals such as lens alignment, and mirror separation effects. The A Pockels Effect Kit consist of multiple components that allow for the demonstration of the Pockels effect as well as provides ways to implement the effect, such as transmission of audio-frequency signals. Through it includes the major experimental components; the kit really excels by including items that are experiment specific such as a translucent screen, and a polarization filter. The second of the two items is the He-Ne laser Kit and is the only one to offer the capability to adjust the two high-reflecting mirrors within the laser tube. This is especially important when teaching the principles of a stable optical cavity. The kit also allows for the study of intensity distribution within the laser tube, influence of the position of the laser tube on the emitted power, and verification of the stability condition for optical cavities. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
