- Statement of Work (SOW) Underwater Body Preservation Pertaining to USCG Boat MLB 47231, dated August 18, 2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Solicitation Number HSCG3706-Q-SPW50 is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation shall not be issued. Quotations shall be valid for a period of 60days. The period of performance for this contract is October 18, 2010 - October 29, 2010. The place of performance is at US Coast Guard Base Terminal Island, Base Support Unit (BSU) San Pedro, 1001 S. Seaside Avenue, San Pedro, CA 90731. This requirement is set aside for small business with a NIACS Code 336611. The objective of this requirement is for Small Boat Underwater Preservation of USCG Boat MLB-47231. In particular: Line Item #1: Provide all labor, materials and equipment for High-/Ultrahigh-Pressure Water Jetting and necessary surface preparation as reflected in the attached statement of work (SOW) and defined in SSPC-SP-12. Line Item #2: Provide all labor, materials and equipment necessary to coat the prepared surfaces with the appropriate Sherman Williams paint in accordance with COMDTINST M10360.3 and as specified in the attached Statement of Work (SOW) entitled Underwater Body Preservation Pertaining to USCG Boat MLB 47231, dated August 18, 2010 and referenced in US Coast Guard Drawing 47B-MLB 801-10, Rev J; Booklet of General Plans. All applicable general requirements and specification documents are attached. The contractor shall perform all work as defined in the statement of work, technical specification, drawings, Society for Protective Coatings Specification and US Coast Guard Commandant Instruction Manual. A Pre-Quote Conference is scheduled for Wednesday, September 1, 2010 at 11:00AM. Within two days of the scheduled Pre-Quote Conference, the prospective contractors planning to attend, shall provide the names of the personnel to the Key Technical Contact (MKC Joseph Twiddy at 310-521-3677) for coordination with the Base Guards. All prospective contractor representatives shall have available and provide to the Gate Guards proper valid identification, vehicle registration and current insurance. Quotes shall be evaluated based on a "Lowest Price Technically Acceptable" basis. The Walsh-Healy Contract Act applies to this solicitation and subsequent resulting contract. Check the https://dol-esa.gov/SF98 for the current wage determination information from the Department of Labor. The solicitation documents, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-37. The following FAR Clauses are applicable: FAR 52.212-1, Offerors Representations and Certification-Commercial Items: FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders.
