- US Customs and Border Protection (CBP) intends to negotiate on a sole source basis under authority of FAR 13.106-1(b)(1) with I.G. LLC doing business as SITE Intelligence Group, 4938 Hampton Lane, Bethesda, MD, 20814, for a renewal subscription to the Search for International Terrorist Entities (SITE) terrorism monitoring database. The requirements of this database are as follows: Unlimited access to entire database; Secured end user login access and access to archival information; to include 5 user ids plus 1 additional id to access archived files; Access to "real time" information; analytical data and charts; Access to jihadist groups "chatter"; Access, daily updates and zipped downloads of publications; weapons of mass destruction publications; Access to secured terrorists organization' websites; Translation of transcripts and original videos and audio messages; Translation of terrorist books, magazines, fatwas and military training manuals; Translation of terrorist chatter discussing potential targets, method of targets and other potential dangers. SITE Intelligence Group is the only known source that offers access to a database meeting these requirements and is able to provide CBP with a 24-hour monitoring service that reveals daily acts and events surrounding terrorist groups and their supporters. The North American Industry Classification System (NAICS) code for this acquisition is 519130, and the size standard is 500 employees. The Government intends to solicit and negotiate directly with SITE Intelligence Group. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to cynthia.young@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 25 August 2010 at 3:00 pm EDT, an award will be made to SITE Intelligence Group.
