- Description
- The Internal Revenue Service (IRS) intends to negotiate an award on a sole source basis with the University of Connecticut, Accounting department for services of methodology to study tax compliant corporations. The statistical model of participation in the IRS Compliance Assurance Process (CAP) and the Advanced Pricing Agreement (APA) will be analyzed using book and tax data. The study shall be conducted in two phases to identify economic and financial attributed of corporate entities that are indicative of compliance. The analysis of the data describing CAP and APA participation and compliance shall include recent year data and additional data shall be added as deemed relevant for the study. The study will provide monthly status reports, for program monitoring purposes. Interested persons may identify their interest and capability. This notice of intent is not a request for competitive proposals. No solicitation will be issued, therefore, such requests for solicitations will be considered non-responsive. A determination by the Government not to compete this proposed contract based upon responses to this office is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties must express their interest and capabilities in writing via facsimile or e-mail within ten calendar days of the published date of this notice. Documents over ten pages in total will not be accepted by facsimile. Verification of receipt of fax and e-mail transmissions is the sole responsibility of the contractor. All Treasury contractors are required to be actively registered in Central Contractor Registration (CCR) data base at time of award. If no responses are received, an award shall be made to the University of Connecticut.
