Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Health Research Center (NHRC) has the need for Magnetic Resonance Imaging (MRI) services, which includes personnel expertise, analytical equipment, and capabilities for examining risk factors on load-induced muscle damage. Military personnel are concerned about potential health consequences of strenuous training exercises during basic training that can result in damage to the lower back and spinal cord. In order to address these concerns, NHRC seeks to identify risk factors that may place certain individuals at a higher risk of load-induced physical stress through MRI scanning and analysis. The purpose of this contract is to acquire commercial MRI scanning services to diagnose injuries following heavy load bearing during basic training. In addition to conventional MRI scanning, upright MRI scanning capability is also required as the upright MRI allows all parts of the body to be imaged with the normal weight of the body on the spine and other joints, thus providing for imaging of any spinal compression that may occur. The following services are required: "MRI scanning services for 20 study subjects, each 6 times for a total of 120 scans. "Upright MRI scanning services for 25 study subjects, each 6 times for a total of 150 scans. Contractor must demonstrate expertise in the field of MRI scanning and must have the appropriate personnel, equipment and facilities to conduct the relevant research efforts. As study subjects are military personnel within San Diego County and transport of subjects to other locations is not feasible, the Contractor must have facilities within San Diego County.
