- The U.S. Army Research and Development Command Contracting Center (RDECOMCC), Aberdeen Proving Ground, MD intends to award a firm-fixed price (FFP) contract utilizing Federal Acquisition Regulations (FAR) Part 13. The Government intends to issue an award on a sole source basis to the Israel Military Industries, Ltd., POB 1044, Ramat Hasharon, 47100, Israel under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor shall provide 100 SiC/B4C based prototypes for evaluation and testing in support of the Product Manager Soldier Protective Equipment (PM SPE) and Office of the Secretary of Defense (OSD) Foreign Comparative Testing (FCT) Program and its focused on foreign ceramic tiles. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 4:00 pm EST, 20 Aug 2010. All information submitted should support the offerors capability to provide the items and services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide the items and services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
