- This is a spreadsheet with all the locations to be serviced. This is a DRAFT Performance Work Statement, not the final version. REFERRAL MANAGEMENT ADMINISTRATIVE MATTERS: This RFI is for 8(a) firms only. THIS IS NOT A FORMAL SOLICITATION---this FBO post is to gather capability information only. The purpose of this Request for Information (RFI)/Sources Sought is to obtain capability information from vendors that can provide Referral Management Services. The requested information will be used by the Government for market research purposes only and is not a Request for Proposal or a Request for Quote in that it will not be used to place an order with any vendor directly. This is for informational purposes only and the Government will not be obligated to award to any interested vendors that present information in response to this RFI. However, the Air Force does contemplate making an 8(a) award before the end of February 2011. Eligible vendors, that are interested in possibly providing these service,s should send a "capabilities brief" via email to the POC listed below, plus any other supporting documentation that addresses the salient points of the requirement, described below and as outlined in the attached draft PWS. ***Responses are due no later than 27 Aug 2010 at 1400hrs, E.S.T. Please ensure that the email you send has the abbreviated requirement name (AFMS), ref (Referral Management), and the company name. For example, "AFMS, RM, XYZ Company" DESCRIPTION AND SALIENT CHARACTERISTICS Headquarters US Air Force, Medical Support (AFMS) requests information regarding 8A firms' capability to perform a comprehensive and strategic Referral Management Service. Period of Performance is expected to be one base year with up to three option periods (expected to start March 2011). This requirement is to staff the Referral Management Centers (RMCs) at the Medical Treatment Facilities (MTFs), serving as the one-stop shop for all referrals from the initiation of the referral until results are received. Below are listed some highlights of what the Government requires. A Complete list of salient characteristics can be found on the attached Performance Work Statement. A) The Contractor shall provide Registered Nurses (RN), Licensed Practical Nurses (LPN), and administrative personnel to staff and operate the Referral Management Center as described in the PWS at fifty-four (54) MTFs. B) The Contractor shall demonstrate and incorporate principles of continuous process improvement and performance benchmarks to assist the Government in managing and improving the RMC program C) The Contractor shall follow the AFMS Referral Management Center User's Guide as a reference to understand the purpose and objectives of the AFMS. D) The Contractor shall meet the professional standards and applicable Government policies/regulations. E) The Contractor shall design and manage a hiring and retention program that ensures low turnover and customer satisfaction with performance of their personnel. The continuity and retention of high quality health care workers is a vitally important component in maintaining quality of care to beneficiaries.
