- Electronic Systems Command Air Force Human Resources Systems Division Contracting Office: (ESC/HIGK), 550 C Street, Suite 355, Randolph AFB, TX 78150. Notice: The USAF formally announces its intent to award a sole source contract for the follow-on procurement of RNT software licenses and maintenance to RightNow Technologies, 136 Enterprise Blvd, Bozeman, MT 59718-6912 for the purpose of continuing Customer Relationship Management software support of Air Force Total Force Service Delivery Module. The North American Industry Classification System (NAICS) Code for this effort is 518210. The Air Force contemplates awarding a firm fixed price and labor hour contract with a period of performance of a base year and four one year options. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 - "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" based on "unique supplies or service! s available from only one source or one supplier with unique capabilities", "limited rights in data, patent rights, copyrights", and "duplication of cost to the Government that is not expected to be recovered through competition". A Justification & Authorization (J&A) will be executed for this effort. This notice of intent is not a request for competitive proposals; however, interested parties may provide proposals if received within fifteen (15) days after the date of publication of this synopsis and will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman should be contacted with issues or problems that cannot be satisfactorily resolved with the Contracting Officer. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to ! the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offerors, and others for this acquisition. Before consulting the ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. In addition AFFARS 5352.201-9101, OMBUDSMAN Clause, will be included in this acquisition's solicitation and contract.
