- Notice of Intent to Award a Sole Source Contract The Department of Energy's (DOE), Office of Legacy Management (LM) has a requirement for support of LM's efforts to update the existing High Performing Organization (HPO) framework. This includes support in implementing the new Office of Management and Budget (OMB) Government-wide Multi-Sector Workforce initiative to develop policies, practices, and tools for managing a multi-sector workforce and determine the best mix of public and private sector labor resources (total workforce) that are required to meet LM's mission. The current HPO was built to reflect a snapshot in time. It does not reflect the recent increase in workload requirements, addition of new requirements, and changes in mission, requirements or budget. The contractor will provide consulting support to revise the initial HPO Plan and to comply with the Administration's Multi-Sector Workforce Initiative. The Government intends to award a sole source time and materials type contract to Grant Thornton LLP to satisfy this requirement. The period of performance for this award will be for six (6) months. Grant Thornton is uniquely qualified to support LM in providing these services due to its specialized knowledge and access to historical data needed to successfully complete the project. Grant Thornton is the only known firm to have the capability and successful experience in conducting both HPO and multi sector workforce analysis. The LM HPO was the first approved in DOE. Grant Thornton's proprietary tools, combined with its integral knowledge of DOE were critical factors in obtaining senior leadership's approval and OMB's designation of the LM HPO. In the course of developing the HPO, Grant Thornton acquired an intimate understanding of what is needed for LM's program support and obtained volumes of historical data. No other firm has this combination of knowledge of LM operations, HPO and multi sector workforce experience, and immediate access to historical data. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a capability statement by September 2, 2010 at 11:00 am local prevailing time (Washington, D.C.) via e-mail to matthew.parker@hq.doe.gov. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
