- Request for Proposal (RFP) 10-JC-REG2-MDOA for the operation of Outreach & Admissions for youth in the State of Maryland, will be issued on or about September 1, 2010. The requirement will be solicited as a 100% Set-Aside for Small Business, COST PLUS INCENTIVE FEE procurement. Job Corps is a National program administered by the U. S. Department of Labor that targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services, in a residential and non-residential setting. The successful offeror will provide outreach and admissions for 1,420 arrivals annually from the state of Maryland. All activities shall be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. The successful contractor will operate the Outreach & Admissions function for the State of Maryland with the services shown above for a two year base period beginning 05/01/2011 through 04/30/2013. Additionally, the contract will include three 12-month Option periods to extend the contract performance through 2016. North American Industry Classification System (NAICS) code for this acquisition is 561990. A Pre-proposal Conference will be held at the U. S. Department of Labor, 170 S. Independence Mall West (The Curtis Center) Philadelphia, PA 19106 in the OASAM conference room, 690 C, West, on Wednesday, September 15, 2010 at 10:00 AM local time. The RFP is only available by downloading from the Federal Business Opportunity website at www.fedbizopps.gov. We recommend that you download a copy and bring it with you to the conference. Questions regarding the RFP should be submitted by e-mail, prior to the conference, to the contract specialist, James Callan (callan.james@dol.gov) copy the Contracting Officer, Gail Thomsen (thomsen.gail@dol.gov). Written proposals in response to this RFP must be received at the US Department of Labor/OASAM Office at 170 S. Independence Mall West [The Curtis Center] Suite 600 East, Philadelphia, PA 19106 by 1:00 p.m. Local Time on October 15, 2010. The submittal package should be marked ATTN: Mr. James Callan, Contract Specialist. It is requested that all contractors planning to attend the Pre-proposal Conference notify the Contracting Officer and Contract Specialist by e-mail of their intention to attend and the number of participants. It is also requested that each company limit the number of participants to 3 attendees. An 'Interested Vendor List' has been opened on the FBO website for this procurement.
