- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as Request for Proposal (RFP) No.Q7130100044. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-43. FAR clauses and provisions are available through Internet access at https://www.acquisition.gov/FAR/. This solicitation is 100% small business set-aside. The North American Industry Classification System (NAICS) code is 336212. The small business size standard is less than 500 employees. A firm fixed price contract will be awarded for these Commercial Items. This acquisition is for the supply and delivery of a 3,000 gallon Water Trailer that meets the following specifications:Water trailer will be of 2010 year model and will be equipped with the following: Tank"Low profile, semi elliptical tank flat sided dual radius design or equivalent."Tank shell is " thickness, material ASTM A36."Bulkheads are " thickness inset and dished. Welded 100% inside and outside."Interlocking baffling system, " thickness with "SRS" surge diverters."Full rear (drive tire) heavy gauge fenders and mud flaps."Double plated sub frame bearing points with 1/4" sub frame between trailer frames."Ladder with hand rail - mounted curb side exterior of tank with safety railing and non-skid to manhole. Pump Inlet & Venting "Strained pump inlet to prevent solids from entering pump."Tank sump for positive pump prime."Accelerated venting system. Fill Port & Access Ladder "Manhole - 20" full opening, manhole is hinged to front with internal splash deflector."Hydrant fill - 2, 1/2" located curb side at the rear with anti-siphon into tank and shut off valve at ground level."Overfill system - 3" internal in tank, behind man way internal in tank."Drain at rear 4" cam-lock with aluminum dust cap. Trailer Frame 1.Integrated mounting tank.2.Sub-frame trailer rails- steel beam.3.2" steel fifth wheel coupler with 30" offset pin.4.Landing gear - manual landing gear, telescopic load bearing.5.Bumper - under ride - steel bumper with under ride protection.6.Fenders - Full rear fenders steel with black anti-spray/anti-sail mud flaps.7.Tool storage cabinet - steel 31" with top hinged cover. Axles "Axle - 21,000 GAWR axle (2) 5" round x " wall, 71-" track."Suspension - Tandem spring suspension"Brakes drum type 16 " X 7"" S cam shoe type air brakes. Automatic Slack Adjusters."Antilock braking system Tires"Dual trailer road tread 10:00 X 20" bais tires (8) with bud type wheels. Discharge System"Diesel Perkins engine (or equal) water cooled with cab controls for start, stop and throttle up"Fuel tank Capacity 20 us gallon"Battery 850 cca amp hour, in weather tight enclosure."Discharge water pump to be a 750 GPM 3" x 4" close coupled diesel driven centrifugal pump."Rear spray bar with two (2) 4-way adjustable pressure compensated spray heads spray heads are electronic"Cab controlled as a group with individual manual shut off in-line valves. Lights"Shock mounted lighting, DOT, Tail, stop, turn, clearance, and ID."Junction box Mounted at front of tandem sub-frame, protected behind cross member."Spreader bar 4" electronic cab controlled. Coating & Painting"Interior of tank to be coated 100% with rust resistant coating."Exterior of tank trailer frame is commercial blasted, primed and painted yellow. Other requirements"The water trailer will be meet ANSI and DOT Standards."The water trailer will have one set of operator's manual and one service manual. Delivery: Delivery by 60 days after award. If this delivery date cannot be met, then specify in the quote your best delivery date. FOB Destination - do not show delivery as separate line item on quote. Delivery address: Big Bend National Park, Attn: Herman Pinales, Hwy 385 South, Panther Junction Maintenance Yard, Big Bend National Park, Tx 79834 FAR 52.212-2, Evaluation-Commercial Items is applicable.The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: RELVATIVE IMPORTANCE OF EVALUATION FACTORS: A) All evaluation factors other than price, when combined are EQUAL to price. The government may elect to accept other than the lowest proposal when the perceived benefits or a higher priced proposal merit the additional cost. B) Non-price factors are listed in descending order of performance Quickest delivery Date: Minimum of 60 days after award. If this delivery date cannot be met, then specify in quote delivery date. Past Performance:. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. The NPS will evaluate past performance based on contacting references provided by the contractor, the Government's knowledge of Offeror's past performance, and/or references obtained from any other source. Offers are instructed to provide a list of 5 past contracts/projects that they consider similar in nature. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors wishing to respond to this RFQ should provide the office with the following: 1. Offeror schedule pricing shall be provided on plain bond paper with company identification clearly visible. 2. Offerer must furnish detailed spec, drawings, and photograph of 3,000 gallon water trailer. 3. Offeror must furnish a history of past performance of work similar in nature with a minimum of 5 references listed with contact information including project name, project location, contact person name, address, and telephone number, fax number, email, project value, dates of work, and description of project. Offerors who do not provide past performance information will be considered non-responsive. 4. Offeror must furnish company name, official point of contact name, DUNS number, TIN number, address, phone and fax number, email address.
