Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-10190 Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541380, which has a size standard of 12.0 million dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure tested DNA samples from the Duke University Research Institute. The testing will consist of DNA samples and serum from HCV mono-infected and HIV/HCV co-infected individuals who were treated with interferon and ribavirin. The objective is to identify genes and proteins that may play a role in determining therapeutic response among the HIV/HCV co-infected individuals. The results will enable NIAID to develop predictive biomarkers for therapeutic response to Hepatitis C treatment. The technology provided by Duke University is compatible with previous data and changes at this time would compromise the results of the research already in progress. The following factors shall be used to evaluate offers: 1) price, 2) capability to meet required specifications, and 3) delivery. Place of delivery Bethesda, Maryland, 20892. Period of performance shall be seven (7) months from date of award. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
