- The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a firm-fixed price (FFP) purchase order for two (2) Benz LGB-28 ovens. This is a specialized 28-sample compartment to safely and accurately perform ASTM D-471 aging tests in fuel. The procurement will have a period of performance from the effective date of the purchase order through 1 month thereafter. This procurement is a set-aside for small business concerns. The NAICS code is 333298. The proposed contract action is being solicited on a sole-source basis to E.H.Benz Company, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302. E.H. Benz Company, Inc. has the largest model available to accommodate the large batches of samples to be run simultaneously. Award to any other source is not feasible because E.H. Benz has the largest and highest capacity model available on the market. A formal RFQ will NOT be issued since this is a sole source procurement, however, interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 30 August 2010 at 2 pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
