- Notice of Intent to Sole Source - Special Training Manuals Solicitation Number: VA-701-10-RI-0222 The Department of Veterans Affairs, Program Contracting Activity Central, intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source, based no other supplies will satisfy agency requirements. The VA intends to solicit and negotiate Innovation Learning Network (ILN) 1800 Harrison St, Fl 16, Oakland, CA 94612-3429 3195 for the membership: Description of the item or service: Service Required: Membership in the ILN shall include: "Two (2) in-person meetings per year; with focus on key innovation themes and skill building. "Two (2) Virtual Fridays per month; including Webinars where an innovation or prototype is highlighted, followed by an in-depth Q&A. "Four (4) ILN Quarterly Webinars per year; with membership updates, news, upcoming events and projects related to healthcare innovation. "Access to List Serve email group; where members share their innovation/design related ideas, describe their projects, and ask questions of the over 300 healthcare innovators on the List Serve email group. "Education Series: Annual training in innovations/designs/diffusion subject areas identified by membership. "All of the services are included in ILN membership; there are no additional fees. All services are available exclusively through ILN membership and cannot be purchased on a fee-for-service or other basis. The requested material or service represents the minimum requirements of the government: "ILN members participate in the organization but also operate, organize and lead the organization. Other "innovation type groups" exist, but they are consultant-based versus open innovation based. "ILN is a unique group of 12 healthcare-related organizations and 2 design firms across the United States whose purpose is to connect, learn, think and share on various healthcare issues, trends, technologies and best practices. Member can easily and safely practice open innovation via ILN's technologies. "The ILN is unique in that it provides opportunities to develop relationships across organizations in order to help cultivate connecting, learning, thinking and sharing that takes place. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
