Description
This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The U.S. Army Engineering and Support Center in Huntsville, AL (CEHNC) is seeking sources for formal training in the area of self-development, leadership, and technical business processes to support the Dept of Public Works Business operations and Integration Management, Engineer Division Management, Operations and Maintenance Management. This is a requirement for special instructions and consulting services to provide onsite support and training for the newly developed General Funds Enterprise Business System (GFEBS) deployment and A-76 contract transition at Fort Gordon, GA and other installations. Support will include representation of Directorate of Public Works, Garrison, HQ IMCOM, and GFEBSs leadership forums; provide leadership and guidance for coordinating current business rules and processes with the changes required by using GFEBS; mentoring public works managers, providing input for the Armys GFEBs pre and post deployment training programs and platform instruction. The contractor will be responsible for and must maintain the familiarity of the GFEBS system to developing training to teach the various facets and learning concepts required in new systems deployment. The contractor will provide all services, personnel, materials, audio visual aids, and training aids (other than those provided by the government) as needed for instructional purposes. In the capacity as consultant, the contractor will research, coordinate, integrate formal training, and validate as required, to enlighten users and potentials users in application for utilization of the GFEBS. Consultant services will include, but not limited to, activities, projects and new initiatives associated with deployment of a new system. Sources Sought must be capable of developing, creating, revising lesson plans as well as provide classroom instruction. Work requirements will be defined in the specific Performance work Statement (PWS). The Government is performing market research in order to determine sources available that possess the capability to execute the kind of work identified above prior to issuing a request for proposal. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. If you would be interested in such work, you are requested to submit a capability statement which addresses the questions presented within this announcement. The Government will analyze all responses and determine if the pool of qualified interested firms is significant enough to justify a small business set aside or another form of set aside allowed by the regulations, such as for HUBZone, 8(a) or Service Disabled, Veteran Owned concerns. North American Industrial Classification System (NAICS) Code 611430 is applicable to this acquisition. Award of a Firm-Fixed Price (FFP) contract will be made. Services will be solicited and awarded as a Commercial Item using FAR Part 13 Simplified Acquisition Procedures under FAR Subpart 13.5. The proposed award will consist of one base period of performance and up to two optional periods of performance. Training Schedule: GFEBS 13-17 September 2010 at Ft Gordon, GA GFEBS 20-24 September 2010 at Ft Gordon, GA GFEBS 4-8 October 2010 at Ft Gordon, GA GFEBS 11-15 October 2010 at Ft Gordon, GA This sources sought notice is not an RFP nor does its issuance restrict the ultimate acquisition approach. The Government will Not reimburse the Contractor for any costs associated with preparing or submitting a response to this notice. No hard copy or facsimile submissions will be accepted. Interested firms should e-mail a response to Nancy.A.Wilhite@usace.army.mil no later than Friday, 20 August 2010 at 5:00 p.m. CDT. Responses will not be returned or will be considered by the Government as offers. Instead, responses to this notice will only be used to determine capability/availability of sources and serve as a supplementary market research tool describing relevant experience and qualifications. Submissions should not exceed 5 pages and will not be returned or well be considered by the Government as offers. Final classification of the type of set-aside may be dependent upon responses to this sources sought notifiction.
