Description
This is a Sources Sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding availability and capability from qualified small business organizations to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as 100% small business set-a-side. All small business organizations are encouraged to respond to this notice. The International Institute of Tropical Forestry (IITF) is looking for a consultant to provide technical assistance with programs in Latin America and the Caribbean Region (LAC). The advisor will function as a protected areas management and ecotourism expert to IITF, to include the following activities: • provide technical guidance and expertise for the development of interpretive materials that may consist of brochures, pamphlets, flyers, web pages, books, banners, maps, guides, kiosks, and similar materials(specific materials to be determined). • function as team member and co-teach short-courses on tourism and protected area management. • conduct biological/environmental/social assessments and evaluations that meet United States Forest Service (USFS), United States Agency for International Development (USAID) and local counterpart requirements in the LAC Region. • conduct Strengths, Weaknesses, Opportunities and Threats (SWOT) assessments and evaluations that meet USFS, USAID and local counterpart requirements in the LAC Region. • design and conduct short-term training for local counterparts (specific training to be defined). • design and conduct nature guide and kayak training programs for local counterparts (the kayak training must meet certification requirements of the American Canoe Association). • provide technical guidance and assistance on a multidisciplinary team (specific expertise for ecotourism, archeology and small business operation/management) to develop and produce tourism, public use, sign plans for Tourism Clusters in the LAC regions. Required Skills and Knowledge • Trained archeologist, with at least 20 years experience working in conservation and protected areas • Technical advisor in LAC Region (with specific knowledge and experience in Nicaragua and Dominican Republic) to USAID, with at least 5 years experience • Professional experience with US Forest Service, at least 10 years experience • Experience (5 years minimum) with ecotourism business management and operation • Experience (5 years minimum) with developing and implementing training sessions related to ecotourism, kayak tourism, cultural resources • Ability to conduct training sessions in English and Spanish languages • Knowledge of First Aid and CPR techniques • Knowledge and skills (5 years minimum) with digital photography and graphic design techniques to produce high-quality reports and multimedia. • Heritage interpretation and certified interpretative guide training • Certified kayak instructor and trainer Any business or organization that believes it has the capability to fulfill this requirement should submit a brief narrative response indicating previous experience and capabilities related to the described work. Capability Statement should include company name, address, point of contact, phone number, fax number, e-mail address, company size status and certifications (i.e. 8(a), HUB Zone, etc.) if any, and DUNS number. Capability Statements should describe: (a) staff expertise - availability, experience, formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) management capability; (e) examples of prior completed Government contracts, references and other related information; and (f) any other resources available to support this project. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Responses to this Sources Sought are due no later than 25 Aug 2010 at 1400 hours EST. Responses shall be limited to ten (10) pages.
