Description
NASA/ARC has a requirement for a gyrotron oscillator. It is the purpose of thisprocurement to accelerate directed energy launch R&D by providing a portable testfacility to the Directed Energy Propulsion community in general, initially based upon asingle megawatt-class gyrotron oscillator.Delivery to NASA Ames Research Center, Receiving Section, Building 255, Moffett Field, CA94035-001 is required within 12 months after receipt of order.Delivery shall be FOBDestination. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitationwhich is issued as a Request for Quotation (RFQ): quotes are being requested and awritten solicitation will not be issued. The information required by FAR Subpart 12.6 isincluded in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.FAR 52.212-4, 'Contract Terms and Conditions- Commercial Items' is applicable.The FARmay be obtained via the internet at URL: http://www.acquisition.gov/far/index.html.FAR 52.212-5 (JUL 2010), Contract Terms and Conditions Required To Implement Statutes orExecutive Orders-Commercial Items is applicable and the following identified FAR clausesare incorporated by reference: FAR 52.204-10 Reporting Executive Compensation andFirst-Tier Subcontract Awards, 52.219-9 Small Business Subcontracting Plan, 52.222-3Convict Labor, 52.222-19 Child Labor - Cooperation with Authorities and Remedies,52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36Affirmative Action for Workers with Disabilities, 52.222-50 Combating Trafficking inPersons, 52.225-1 Buy American Act-Supplies, 52.225-13 Restrictions on Certain ForeignPurchases, 52.232-33 Payment by Electronic Funds Transfer- Central ContractorRegistration, 52.233-3 Protest After Award, 52.233-4 Applicable Law for Breach ofContract Claim. Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with consideration given to the following factors: technical merit, pastperformance, and price. It is critical that offerors provide adequate detail to allowevaluation of their offer. (SEE FAR 52.212-1(b)). Past performance shall include recent(last 3 years)and relevant contracts for the same or similar items and other references(including contract numbers, points of contact with telephone numbers and other relevantinformation).Potential bidders MUST submit the following in order to be evaluated and considered forthis procurement: quote, capability statement to ensure that the contractor can meet allgovernment requirements (maximum of 2 PAGES, 12 pt. font), delivery schedule, andRepresentations and Certification as described above. Please ensure that theregistration on the Online Representations & Certifications Application - ORCA- iscomplete and valid; the web address is https://orca.bpn.gov/. Offers for the itemdescribed above must also include in the solicitation number, FOB destination to thiscenter, discount/payment terms, warranty duration (if applicable), taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative.Please note that the Government intends to make one award to one contractor who can meetall aspects of the requirement. This procurement will be made on a firm fixed pricebasis.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)to elisban.u.rodriguez@nasa.gov, no later than 4:00 P.M.
