- PRE-SOLICITATION NOTICE This notice is for project No. 528-09-372, Parking Ramp Installation at the Western New York Health Care System (WNYHCS), Buffalo VA Medical Center, VISN 2, at 3495 Bailey Ave., Buffalo, New York 14215. THIS IS A CASCADEING FULL AND OPEN COMPETITIVE SOLICITATION TO ALLOW MAXIMUM OPPORTUNITY. The solicitation will be issued in accordance with FAR 19.10 as a Small Business Competitiveness Demonstration Program Requirement “ Full & Open Competition, but cascaded to give preference to small business programs in the following descending order: Service-Disabled Veteran-Owned Small Business. Veteran-Owned Small Business, HUBZone Small Business, SBA Certified Small Disadvantaged Business, Full and Open Competition. Award will be made on a competitive basis to the responsible offeror responding to this solicitation that provides the best value in accordance with the solicitation requirements. All timely offers received in response to this solicitation will be opened and undergo an initial review. This review will include all prices offered which will be used in conjunction with the Government Estimate and funds available for award to determine a fair and reasonable price for any such award under this solicitation. The CONTRACTOR shall supply all supervision, labor, equipment, materials, and incidentals required to complete the work outlined in the statement of work section unless specified otherwise to install a 3 level parking ramp at the Western New York Healthcare System (WNYHCS), Buffalo New York. This requirement has been designed as a construction contract in order to comply with the VA Master Spec for additional parking and for its associated installation. Please pay particular attention to the evaluation section of this solicitation. Award will be made on a competitive basis under Federal Acquisition Regulations (FAR) 15 to a responsible Contractor responding to this solicitation. The Contractor is required to perform a minimum of 25% of the construction work on the project. This does not include paperwork, submittals, etc. The Contractor must be under relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov; www.ccr.gov; https://orca.bpn.gov and https://vets100.vets.dol.gov/ to be eligible for award. Offers must ensure their registrations are updated, correct, and have not expired. Solicitation packages will be available on or about 8/19/2010 at FedBizOps.gov. Bids are due no later than 3:00 p.m. local time on Wednesday September 15, 2010 at the Department of Veterans Affairs, BUFFALO VA MEDICAL CENTER, 3495 Bailey Ave, Buffalo NY 14215. ALL PROPOSALS SHALL BE SUBMITTED ELECTRONICALLY @ jonathan.aikin.va.gov. NAICS: 236220 apply. Size Standard: $33.5 million. PROJECT COST RANGE: $5,000,000.00-$10,000,000.00.
