Description
RFI – DOL101RI20307 Unemployment Insurance Internal Security Handbook The U.S. Department of Labor is seeking qualified contractors that can review and update ETA’s UI program Internal Security Handbook. We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Administrative Management and General Management Consulting Services, and the Small Business Standard is $7.0 million. Internal Security is vital to maintaining the integrity of the UI program and safeguarding program assets. Authority for Internal Security resides in provisions set forth in the Social Security Act Section 303(a)(5) and Internal Revenue Code Section 3304(a)(4). Per ET Handbook 376, Guidelines for Internal Security in UI Operations, all states are required to administer an Internal Security Program. Furthermore, Regional Office staff are required to review state Internal Security programs every 4 years. Internal security activities include conducting risk analyses, reviewing newly automated and manual procedures, conducting investigations of alleged internal violations by agency staff and other perpetrators, and conducting audits and reviews of UI operations. The Office of Unemployment Insurance (OUI) is responsible for providing oversight, guidance, and technical assistance for the federal-state UI program, including the Internal Security program function. In order to safeguard the integrity of the UI Benefits and Tax programs, OUI must assist the states by providing guidance and training in Internal Security. Since there has been widespread technology and business process changes in the UI program since the original Internal Security Handbook was issued in 1978, it is incumbent upon OUI to update the ET Handbook 376 and make it available for state use as soon as possible. The contractor will conduct a comprehensive review of the ET Handbook 376, develop a model handbook that is flexible, universal and meets the minimum requirements for implementing effective quality Internal Security programs in the states. Project Tasks under the contract will include: Task 1: Review ET Handbook 376. Conduct thorough review of the ET Handbook 376. Assess the extent to which the handbook must be rewritten. The assessment will include determining obsolete terminology, business practices and technologies and what current and projected practices and technologies must be included as it relates to Internal Security in the unemployment insurance program. Task 2: Develop new Handbook. Write an updated handbook, including review guide to be utilized by Regional Office staff when conducting required program reviews via on-site visits. Prepare draft handbook for review and internal OUI clearance. The final version of the handbook and review guide will be in Microsoft Word, and formatted in a manner so that the document is printed. Task 3: Develop and present training on the use of the handbook. Develop training to introduce Federal and state staff to the new Handbook and review guide via a webinar. All contractors responding to this notice must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with: (1)internal security systems and functions; (2)writing and developing handbooks; (3)developing distance learning training; (4)with a state UI agency; (5)Federal and state UI laws; (6)analyzing laws, policies, methods and procedures, problems, offering solutions and negotiating resolution of issues, and preparing written analysis; (7)establishing and maintaining good communications with colleague offices and organizations; (8)communicating clearly and effectively both orally and in writing to a wide range of audiences on complex issues and to coordinate viewpoints among a variety of recommendations; and (9)providing team and task support. All interested parties are invited to submit a capabilities statement, to Ms. DaVeana Johnson, Contract Specialist, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due August 25, 2010 by 2 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to Johnson.DaVeana@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
